The Metro Manila Council (MMC) voted and recommended that the National Capital Region (NCR) be downgraded to Alert Level 1 beginning March 1. As a result, the Metro Manila Development Authority (MMDA) is investigating the feasibility of expanding the number coding scheme in preparation of increased traffic volume.

However, MMDA officer-in-charge chairman Romando Artes stated that if the March 1 move is allowed, an expanded number coding scheme will not be implemented immediately.
Artes stated during a press conference that the MMDA is still considering expanding the number of hours from 7:00 a.m. to 9:00 a.m. and 5:00 p.m. to 8:00 p.m. Artes noted that the MMDA intends to investigate traffic flow and volume first once the alert level is reduced, given the fact that the NCR is still lacking in public transit choices.
According to Artes, while slow to moderate traffic buildup occurs on particular roadways, it is only at specific hours of the day.
The MMDA is scheduled to meet with representatives from the Department of Transportation (DOTr), the Land Transportation and Regulatory Board (LTFRB), and the Land Transportation Office (LTO) to discuss the potential implementation of Alert Level 1.
