A memorandum dated August 13, 2021, conveyed the order. On Monday, August 16, 2021, it went into effect.

The memorandum stated, “Effective August 16, 2021, all drivers and conductors of Public Utility Vehicles must wear personal purifiers at all times during their travel.”

The Philippine National Police and the Philippine Highway Patrol Group were also asked to “help in the strict implementation” of the memorandum.

The directive was termed a “band-aid solution” by Pagkakaisa nga mga Samahan ng Tsuper at Opereytor Nationwide-Cebu (PISTON-Cebu).

“The air purifier is merely a stopgap measure. Now is the time to speed up the delivery of free and safe vaccines, as well as free swab testing, “Greg Perez, the chairman of PISTON-Cebu, said in a Facebook message.

Perez stated that his organization is advocating for more widespread testing and contact tracing and free treatment for COVID-19 sufferers.

They went on to say that now that the governor’s air purifier memorandum has been issued, it should be made accessible and provided by the government, “since this is only an additional expense for ordinary drivers and conductors.”
